Ambient Air Quality Goal Protocol

The Approval conditions required a so-called Ambient Air Quality Goal Protocol to be prepared in consultation with the AQCCC. What that meant in practice is that we were sent a draft and had the opportunity to comment via email (which I did). The project team then finalised the protocol and got it approved. Leading up to the April 29, 2019 meeting, I was under the impression that the AQCCC needed to actually discuss the document for it to be finalised. My thinking was that the AQCCC is more than the individual members of the AQCCC and that for the AQCCC to function as a body, it needs to actually get together. I found out at the meeting that the protocol was already finalised. I asked about the consultation requirement but the Negocio mediator also took the view that emailing it out and taking feedback satisfied the consultation requirement.

The distinction between notification and reporting is that notification happens more quickly (within 24 hours) and contain less information while investigations takes more time (up to 20 working days) and generate reports (except for emergencies) with more information.
